Landscaping rules are some of the most frequently enforced CC&R provisions. Common requirements include lawn mowing standards, restrictions on dead or overgrown vegetation, approved plant lists, rules on vegetable gardens (often backyard only), limits on artificial turf and hardscaping, and tree removal restrictions. Water conservation has created tension between HOA aesthetics standards and state drought regulations — especially in the Southwest.
Arizona-Specific Rules
Arizona §33-440 prohibits HOAs from banning drought-resistant landscaping. Given Arizona's climate, many HOAs have updated CC&Rs to embrace xeriscaping.
