The General Rule
Swimming pool installation is one of the larger exterior modifications requiring HOA approval. Common HOA requirements include ARC approval with detailed plans, prohibition on above-ground or temporary pools (in-ground only), minimum setbacks from property lines and structures, fence or safety barrier requirements, limitations on pool equipment visibility (pumps and heaters must be screened), and restrictions on pool lighting. HOA approval does not replace building permits from your city or county — you need both.
Arizona-Specific Rules
Arizona §36-1681 requires specific pool barriers. Maricopa County has additional requirements. Scottsdale and Phoenix-area HOAs typically have strict aesthetic requirements for pool equipment screening.
